4.2.5- Acts and Conventions for managing and sustaining outdoor environments
There are three levels of government in Australia: federal, state and local. Each of these levels can enact laws (legislation) that guides and directs the management of the areas they are responsible for. Usually legislation is enacted because a government, reflecting the views of the people, has developed policies in regards to particular issues. Legislation formalises these policies. An example of this is was the creation of the World Heritage Properties Conservation Act 1983 was the law created by the federal Labor Party that gave the federal government control over sites that Australia is obliged to protect under international law- such as the Franklin River World Heritage Area.
A treaty is an agreement in written form between nations that is intended to establish a relationship governed by international law. Each of the parties involved agrees to abide by the agreement- if any of them fails to live up to these obligations, they can be held accountable through international law. These are sometimes known as 'conventions'; though this sometimes applies to agreements prior to them becoming formal treaties. VicForests planning and management of logging coupes is directly related to the Flora and Fauna Guarantee Act. Any proposed coupe is thoroughly investigated and researched for evidence of species protected under the FFG. Logging operations can be severely restricted or even halted if listed species are discovered in a proposed coupe.
